The class will be named for outstanding diplomats in the service of the
Regency.  Birendra Devi was one such diplomat in the service of Noris.
The class versions would have the uprated 1900MW powerplant at the
increased cost of 1.143 MCr, and the loss of 7.143kl from cargo space.
