Meteor swarms present a considerable hazard to navigation. Travellers are advised to adhere to guidance instructions from the starport authority as inner system travel is especially threatened. The starport is located at one of the space habitats in synchronous orbit around the main world. The world itself, however, is interdicted. Centuries ago, insystem shuttles fell into disrepair, and the world's inhabitants were isolated from their fellows in space. The ground society quickly descended to barbarism and forgot the people in orbit. In recent times, the habitat dwellers replaced their interplanetary craft with Imperial aid, and they now have the equivalent of a B-class starport. At the Imperium's insistence, however, they have not recontacted the ground population. The Imperial Navy requested that the developing cultures be protected from the interference of outside activity. The last fact has drawn some attention in the sector news media, for the Navy is rarely interested in protecting developing developing cultures. Generally, it is the IISS takes an interest in placing such worlds off-limits. Rumors of unusual lifeforms and psionic activity among R'bak's ground-dwellers persist. Colonized in the second wave of settlement after the European Space Agency Long-range Colony Mission arrived in this sector of the Great Rift, it now boasts four major worlds with substantial populations. The most populous is Esperanza, far to the edge of the cluster, followed by New Colchis, Joyeuse, and Serendip Belt. Esperanza: Ruled by a well-entrenched non-charismatic dictatorship which enforces an oppressive political structure. Its tentacles extend to two vassal worlds: Wellington and St. Hilaire. The Batwings inhabiting this world were eradicated by the colonists within 200 years of the colonists arrival, in a process which Esperanzan historians are strangely reluctant to discuss. They have subsequently been identified as Droyne. Herzenlust: Settled from Neubayern during the sublight era. Arrivals from New Colchis took political control away from the residents. New Colchis: A tertiary world colonized from Colchis, which was colonized from new Home, New Colchis is an industrial trade center with a colony at Herzenlust. Its government is headed by a charismatic dictator. Joyeuse: Straddling the divider between the New and Old Islands, Joeuse is well-developed world with a government similar to that of Esperanza. It has a colony at Quichotte. Orphee: The Orpheides, a potentially intelligent race, are a herbi- vorous race confined to their world of origin. They have achieved only rudimentary development, although their culture at the TL has interested academics throughout the Clusters. It is expected that the Orpheides, with suitable protection from interference, can achieve a technological civilization within a few millennia. Although it has a small human academic community, a convention between all the Cluster worlds interdicted Orphee to all trade and naval traffic. Occasional ships carry supplies and researchers call on the system occasionally. Serendip Belt: The asteroid belt at Serendip is a rich storehouse of mineral wealth; it is inhabited by independent merchants and miners under a feudal technocracy form of government. The center of government is still the C-Jammer. Serendip conquered nearby Gloire for an agricultural colony. Zuflucht was settled by refugges from a civil war on Topas. In the 130 years since then, contact with the Imperium has been slight, but the worlds within the subsector have struggled almost continually to achieve supremacy over neighboring systems. Achille: Colonized by a utopian group from Sansterre, the colony remains although the original fervor has waned. Amondiage: The third of the three initially settled worlds. Amondiage is an arid world with little in the way of riches or resources. Ruled by a charismatic dictatorship, it has emphasized exploitation of its main colony, at Acadie, as a source of minerals and raw materials. Neubayern: One of the original three worlds settled, Neubayern remained on the fringes of development until jump drives became available. Thereafter, it has joined in the competition for its share of the Cluster. Neubayern is governed by a charismatic oligarchy, and has one colony at Schlesien Belt. New Home: The first world settled by the ESA Longrange Colony Mission, New Home is the oldest settlement in the Cluster, and the richest. It boasts the highest technology, although its population level is slightly lower than the other major worlds. Sansterre: A water world on the coreward edge of the Cluster, Sansterre is a representative democracy with extensive underwater settlements scattered all across the world's ocean bottoms. Its major resource colony, at St. Denis, provides some surface agricultural produce. St. Genevieve: A very small band of wealthy recluses claims this world; so far no one has disturbed them. Sturgeon's Law: Settled when the sublight ship Infinite crashed in the planet's single sea. The plant forms on the land surface metabolize metal and human protoplasm with equal ease. Colonists first began to arrive in 1079, desiring a new world to farm in peace. Garden's relative inaccessibility to the rest of the universe suited them perfectly, as their initial thoughts were to get back to nature and leave much of technology behind. Surprisingly, Garden's explorers found the remnants of another civilization. This prior civilization--identified within the past ten years as belonging to the Salika, a non-human race--had abruptly around 1000. Buildings were still intact, and all signs pointed to a mass migration offworld. At the time, no one knew the identity or destination of Garden's original inhabitants. Garden was much less habitable than its name implied. The colonists found the world's environment in an unbalanced state. Carbon monoxide concentration in the atmosphere was abnormally high, warming the world's climate. Its star, a long-period irregular variable now in a bright phase, further worsened the climate. With aid from the Imperial Ministry of Colonization, the settlers began a wide-scale atmospheric terra-forming project. Designed to remove the excess carbon dioxide from the atmosphere, it has already began to show slight signs of colling the planet's climate. Garden's current inhabitants live by a strict conservation ethic. They refuse to use any sort of destructive or exploitive technology. They shy away from using chemical fertilizers or pesticides in agriculture, and put consideration of the environment foremost in their work. What technology exists on Garden is used for power, communications, or environmental control purposes. The starport is the only planetary installation to sport a high degree of automation. The Tapazmal also sided with Dulinor initially. As time passed, though, Dulinor's federalist policies threatened the traditional conduct of Tapazmal affairs, and brusque Federation atrifact-hunting on Dlaeken further hurt relations. Hoilapuli/Limon turned to Strephon's Cause and guerillas from that world now work to free their sister worlds.
